東アジアの青年・学生は民主的権利を勝ち取るため
デモに立ち上がった香港民衆の闘争を支持する！
6 月から始まった香港民衆の抗争が半年近く続いている。「最後の砦」と呼ばれる香港・理工大学では 30 人ほどの最後のデモ隊が大学を死守し、香港の民主主義を守ると決意を固めている。一方、デモ隊に対してゴム弾や催涙弾、音波砲・放水銃に留まらず、実弾まで使う香港警察の暴力的な鎮圧にも、香港の民衆は一歩も退かずに闘っている。
民主的権利を勝ち取ることを通して自らの暮らしを変えるためだ。しかし、社会の変化を目指す香港民衆の激しい熱望にもかかわらず、キャリー・ラム行政長官と習近平政府はこの抗争を厳しく弾圧してきた。香港民衆の民心は、去る 11 月 24 日に行われた区議会選挙で民主派が圧勝したことで明確になった。しかし、キャリー・ラム行政長官は「デモ隊の要求をのむつもりはない」と言いながら、香港政府と習近平政権に向けられた香港民衆の怒りに対し、今なお沈黙を守っている。
香港は全世界で最も不平等な国の一つである。人口の 2 割が貧困層であり、所得の不平等さを測る指標であるジニ係数は2016年基準0.539で、アメリカや中国よりも高い。住宅問題もまた深刻な水準で、多くの庶民と青年たちが「棺桶で暮らしている」と言うぐらい狭苦しい部屋に住んでいる。香港の劣悪な住環境の裏には、不動産財閥の投機がある。
また彼らは政治権力にも関与している。2017 年基準で、 行政長官を選出する 1,194 人の
選挙委員の内、不動産開発業者を「直接」代表している者だけでも 96 人である。700 万人の香港民衆の内、ごく少数の不動産資本家が 1 割の議席を占めているのだ。中国の支配者と結託した彼らは、資本家のための政策を牽引して香港の経済的二極化を推進してきた。現在の香港抗争の背景には、このような貧困と疎外が蔓延する現実に対する社会的・経済的な不満がある。
労働者民衆に向けられた国家暴力は、単に香港だけのことではなく、東アジアの各国が直面している現実だ。韓国では、キム・ヨンギュン労働者の死亡事故以来、産業安全保健法の改定や特別調査委員会の結成で事故の真相究明を進めているが、ムン・ジェイン政府は未だに「危険の外注化」中断と特別調査委員会の勧告を守ることに応じていない。
日本では安倍政権の下、 雇用安定・一日 8 時間―週 5 日労働を勝ち取るため闘っている全日本建設運輸連帯労働組合関西地区生コン支部の組合員数十人が逮捕・起訴された。戦後最大規模の労働組合弾圧だ。また中国では、マルクス主義を学習しながら労働組合を作った佳士（JASIC）の労働者と連帯した学生たちが無差別に逮捕・拘禁された。
我々東アジアの青年・学生団体一同は、 民主的権利を勝ち取るため闘っている香港民衆の闘争に連帯の決意を伝える。歯向かわざるを得ない現実は香港だけの問題ではない。世界の資本主義の危機の中で生きている我々の問題でもある。我々は、抵抗の最前線に敢然と立ち上がった香港民衆の力強い闘争に支持と連帯で共に闘うことを誓う。また、国境を越えた国際的連帯の下、あらゆる資本と国家の暴力に立ち向かっていくことを誓う。

East Asian Youths and Students support the struggle of the Hong Kong people who have taken part in protests for their democratic rights!!
The Hong Kong uprising, which began in June, has continued for nearly half a year. At the Hong Kong Institute of Technology, called the last bastion, the last remaining 30 protesters are fighting to defend Hong Kong’s democracy by defending the university. The reason that the people of Hong Kong continue to fight in spite of the violence of the Hong Kong police is to change their lives through the fight for democratic rights. But despite Hong Kong people’s strong desire for social change, Secretary of State Carrie Lam and the Xi Jinping government have harshly suppressed the protests. Despite the overwhelming victory of the pro-democracy camp in the district council elections on Monday, Secretary of State Carrie Lam said she had no intention of accepting the protesters’ demands, and is still remaining silent about public’s anger.
Hong Kong is one of the most unequal places in the world. One fifth of the population is poor, and the “Gini coefficient,” an income inequality indicator, stood at 0.539 as of 2016, higher than that of the United States and China. The housing problem is also serious, with many working-class and young people living in cramped quarters to the point of describing it as “living in a coffin.” Speculation by real estate giants has greatly affected Hong Kong’s poor residential environment. The rich are also directly influencing political power. Of the 1,194 electors who were to select the administrative minister in the 2017 primary election, 96 directly represent real estate developers who only account for 10 percent of Hong Kong’s 7 million people. In collusion with Chinese leaders, real estate capitalists have been driving pro-capitalist policies, accelerating Hong Kong’s economic polarization. Behind the current Hong Kong uprising is social and economic discontent with the reality of such rampant poverty and alienation.
National violence against the working people is not just Hong Kong’s business, but the reality facing East Asian countries. In Korea, after the death of the late worker Yong-Gyun Kim, The Labor Safety Act was amended and the investigation have been carried out. However, the Moon Administration has yet to answer the recommendations put forth by the special organizations investigating the death of Kim. In Japan, dozens of former members of the Japan Construction and Transportation Workers’ Union, who were fighting for job security and an eight hours and five days work week, were arrested or indicted, the largest crackdown since the end of the war. In addition, since last year, China has arrested and detained indiscriminately students members of various university clubs who have studied marxism and supported the workers of Jasker Technology that formed a trade union.
Our youth and student groups of East Asia express solidarity with the Hong Kong people’s struggle to win democratic rights. The reality that has to be resisted is not just Hong Kong’s problem, but also the problem of all of those struggling with the global crisis of capitalism. We will support and join the vigorous struggle of the Hong Kong people at the forefront of resistance and will continue to fight against all forms of capital and state violence through international solidarity across borders.
